Priorities for Primary General Arts Education

The article deals with the main points of the new State Standard of Primary Education (the educational branch “Art”).
Implementing a competency-based approach into practice of primary school, as well as the directions of the formation of 21st century competencies within the artistic educational branch (primary school) have been considered. The author emphasizes that competency-based education allows to develop personal abilities displayed in a complex of knowledge and skills which is founded on value orientations and experience. The transition from “school of knowledge” to “school of 21st century competencies” has led to intensification of activity-based approach in education, in which any knowledge should be gained through certain activities. That is why the new State Standard of Primary Education does not specify the content of the educational material for acquiring by students within a certain level of education, but a set of skills (“general outcomes of education for education”) which gradually develop throughout the course of study in educational institutions.
Formation of primary schoolchildren’s objective artistic skills, personal and value attitude is an important principle for acquiring key competencies. Therefore, the author clarifies the main purpose of the artistic educational branch, general results of the education which will contribute to develop primary pupils’ subject and key competences.
